Baltimore Energy and Infrastructure Workforce Coalition
Baltimore and surrounding communities are seeing more than $15 billion in current and planned transportation, energy, and broadband infrastructure investments. These are projects expected to create good, skilled trades jobs. These projects often include Project Labor Agreements (PLAs), which set employment terms and may include local hiring targets, and Community Benefits Agreements (CBAs), which address the needs of communities most impacted by the work.
The Baltimore Workforce Funders Collaborative (BWFC) is working to ensure these opportunities are accessible and inclusive for Baltimore-area residents.
To make this happen, The BWFC is helping to build the Baltimore Energy and Infrastructure Workforce Coalition, a public–private partnership that coordinates skills training and deploys flexible funds for worker supports so high-quality, publicly funded clean energy and infrastructure jobs are accessible to Baltimore City residents.
Workstreams
- Enhancing collaboration and coordination among public agencies, employers, unions, and nonprofit workforce development organizations in support of training, job placement, and retention for careers in construction and infrastructure.
- Skills training and supportive services to facilitate local hiring of adults and youth for the Amtrak B&P Tunnel Replacement Project
- Supporting jobseekers and first year apprentices through flexible barrier reduction funding
- Piloting a coordinated Driver's License attainment program
- Co-designing data systems to track outcomes and identify learnings
