Our Staff & Board

Meet the people behind Maryland Philanthropy Network. Our team and board are dedicated to advancing effective and equitable giving across the state.

Meet the MPN Staff

Our staff brings experience in philanthropy, nonprofit leadership, and community engagement. They work every day to support members and strengthen Maryland’s giving ecosystem.

Elaine Carroll

Program Manager

Elaine’s energy derives from being a part of innovative practices and policies in workforce development that build strong communities and positive systems change. She works with an array of partners in the workforce ecosystem, dedicated to creating pathways to jobs in skilled trades for Baltimore City residents. Elaine spent her early career providing case management and advocacy for those experiencing behavioral health challenges and stigma in the mental health system. She later entered workforce development overseeing occupational skills training programs for the Jane Addams Resource Corporation (JARC). JARC prepares individuals facing barriers to employment for careers in the manufacturing sector. As Vice President of Strategic Initiatives, she helped replicate JARC’s training programs in Rhode Island. Elaine earned her master’s degree in social work from the University of Maryland in Clinical Mental Health and Management and Community Organization and holds a bachelor’s degree in Psychology from Mount Saint Mary’s University. Elaine is a mother of five and spends much of her time at sporting events.
