Health Services Cost Review Commission on Community Supported Programs and Reporting

Maryland Philanthropy Network's Health Funders Affinity Group invites you to join Megan Renfrew, Deputy Director of Policy and Consumer Protection with the Maryland Health Services Cost Review Commission (HSCRC), to learn more about Maryland’s implementation of the federal States Advancing All-Payer Equity Approaches and Development (AHEAD) Model and Community Benefit Reports.

The Maryland Department of Health and the HSCRC received grant funding from the Centers for Medicare and Medicaid Services to support Maryland’s implementation of the AHEAD Model, which will enable Maryland to build on its unique all-payer hospital rate setting system with a broader focus on support for primary care, population health, and health equity. The grant award includes funding for: 

  • ​Regional community-based population health hubs to support community-level population health investment and efforts to address health-related social needs;
  • Community grants to address population health and health-related social needs; and
  • Technology for statewide coordinated health-related social needs screening and referral.

Deputy Director Renfrew will speak on the growing interest in community benefit services provided by Maryland Hospitals and an update on HSCRC’s medical debt work. The Maryland General Assembly mandated the HSCRC to collect hospital community benefit information to compile into a statewide Community Benefit Report (CBR) published on its website each year. This larger statewide document contains summary information as well as individual hospital reports. The primary purpose of these reporting changes is to collect more information about the relationship between hospital community benefit activities and Community Health Needs Assessments (CHNAs). 

Participants will learn more about what to look for in these publicly available reports to best inform health-related grantmaking. Vinny Demarco with the Maryland Citizens’ Health Initiative, and Zoe Gallagher of Economic Action Maryland, will join the discussion to share their partner work with HSCRC.
