New housing is often built to meet short-term financial objectives rather than long-term community needs, leaving families vulnerable to displacement and communities at risk of losing their social and cultural fabric.

Communities can shape development in many ways. But when they have greater access to land, they can strengthen their ability to plan for the long term — supporting affordability, stability, and alignment with local priorities.

Community-led development is one approach communities are using to respond to these challenges.
