Focus On City Schools: The Fiscal Impact of Kirwan
In October 2019, members of the Kirwan Commission’s Funding Formula Workgroup briefed MPN members on their recommendations to the Commission. They discussed how their recommendations take steps to address funding inequities based on income and race, require counties to match state funding in special needs categories, and provide additional state support for less wealthy counties that have exhausted their taxing capacity.
As the Kirwan Commission moves forward through the legislature, questions remain around how Baltimore City will fund the recommendations. What alternative sources of revenue are being explored? What amount of funding is required for fiscal year 2021? Who makes the final determination? To answer these questions, Maryland Philanthropy Network is pleased to host Budget Director Robert Cenname and Deputy Budget Director Daniel Ramos for a briefing on the fiscal impact of Kirwan on Baltimore City.
