MPN’s Baltimore Workforce Funders’ Collaborative (BWFC) convenes to develop strategies and invest resources to advance equity, job quality, and systems change to impact workforce outcomes in the Baltimore region. BWFC members include philanthropy, corporate partners, and public workforce systems aligned around a common vision of Baltimore as a place of equity and shared prosperity, where all communities and workers can access employment that brings dignity and enables families to thrive and build wealth. BWFC’s work falls into three core strategic areas: creating more equitable access to good jobs, increasing the number of good jobs in our region, and supporting equitable and impactful workforce funder practice. The BWFC plays an important role by taking risks to catalyze and incubate new approaches and ideas. Since its creation, BWFC has pooled and aligned tens of millions in funds to support workforce strategies in Baltimore and, as a partner to the National Fund for Workforce Solutions, actively participates in national learning communities.

The Position

MPN seeks a BWFC Project Manager to support the new Baltimore Climate and Infrastructure Workforce Hub (The Hub). This position will play a critical role in facilitating the formation and implementation of The Hub. The Hub is a coalition of public and private partners established to ensure that coordination, research, planning, and flexible worker supports are available so that high-quality, publicly funded infrastructure jobs are accessible to Baltimore City residents. The work prioritizes pathways to family-sustaining employment for individuals who reside in underinvested neighborhoods, are underrepresented in the trades, and those who are unemployed or currently employed in low-quality jobs.

The Project Manager will support the following core elements of The Hub:

  • Sub-granting of funds to support pre-apprenticeship occupational skills training.

  • Facilitated coordination and information sharing among local providers of occupational skills training, apprenticeships in the trades, employers, and local and state government agencies.

  • Expansion of supportive services to remediate systemic barriers to employment.

  • Support for the incorporation of worker voice.

  • The advancement of job quality and equity standards.

The successful candidate is aligned with the mission and values of MPN and the BWFC and has strong skills in planning, project management, data analysis, relationship building, and writing.

 

Responsibilities

Under the direction of the Director of the Baltimore Workforce Funders Collaborative and in collaboration with a consortium of key partners, the Project Manager will facilitate the launch and operationalization of The Hub by providing program management and planning, partnership outreach and facilitation, grants administration, and guidance of a learning agenda.

Coordination and Collaboration:

  • Develop and manage effective relationships with key collaborators and partners representing public agencies, employers, unions, labor-management partnerships, non-profit workforce development organizations and other providers of supportive services.

  • Facilitate the development and implementation of information sharing protocols and dashboards to track and visualize opportunities and outcomes across programs and partners.

  • Provide coordination for multi-partner meetings.

Coordinated Sub-Granting:

  • Assist in the development, administration, and management of sub-grants for skills training and supportive services.

  • Conduct impact data tracking and management.

Systems Change and Learning:

  • Document project learnings and systems impacts with a focus on equity and job quality.

  • Assist to produce learning products and events including written materials, training programs, and briefing sessions.

  • Facilitate an equity strategy to engage workers in project development, implementation, and oversight.

  • Represent MPN and the BWFC in local and national meetings, conferences, and peer learning groups.

Required Skills and Knowledge
  • Proven track record of effective program and project coordination.

  • Significant experience of managing multi-stakeholder engagement in a coalition or collaborative setting.

  • Experience in data and information tracking, analysis, and presentation.

  • Systems thinking approach to complex problems.

  • Capacity to work well with competing priorities and tight deadlines; a high degree of independent action, problem solving and flexibility.

  • Excellent written and verbal communication skills, including maintaining open communication regarding tasks and projects with key players.

  • Flexibility and ability to adapt to emerging needs.

  • Strong commitment and alignment with the mission, values, and guiding strategic principles of the BWFC.

  • Must be a team player with strong interpersonal skills and the ability to work cooperatively with diverse personalities and work styles.

  • Humor, generosity of spirit, empathy, and kindness.

  • A passion for:

    • Advancing industry opportunities for members of underrepresented and minoritized communities.

    • Operating and applying a lens of race, equity, diversity, and inclusion in workforce development and industry opportunities.

Ideal Skills and Knowledge
  • Workforce development experience.

  • Experience working with the building trades or clean energy sectors and organized labor.

  • Knowledge of trends and emerging best practices in philanthropy.

  • Knowledge of racial equity terminology and definitions.

  • Competencies related to the use of data visualization software and/or customer relationship software.

Work Environment

MPN offers a hybrid work environment with at least two days per week scheduled in our Baltimore offices and/or at a local stakeholder’s office. Role may require frequent in-person meetings throughout the Baltimore region. Occasional travel outside of Maryland for conferences and meetings.

 

Compensation

Salary is $90,000 – 105,000 annually. Comprehensive benefits include healthcare with dental, retirement, flexible work schedule, and other benefits.
